Oculi360 is seeking an experienced Subject Matter Advisor for a government consulting engagement focused on health and human services monitoring framework development. This is a limited-scope advisory contract with flexible engagement across three project phases. This is a 14 week project requiring 20-30 hours total advisory hours.
What You'll Do:
• Advise on applicable federal and state regulatory requirements governing government agency monitoring of contracted service providers
• Orient the project team on oversight structures, compliance standards, and monitoring expectations at project initiation
• Review and validate draft monitoring framework components against current government monitoring standards and best practices
• Advise on subrecipient and pass-through oversight requirements including risk-based monitoring thresholds
• Provide implementation guidance on realistic sequencing and capacity considerations within a government context
• Available for consultation across all three project phases — estimated 20-30 hours total
What We're Looking For:
• Direct experience with government health and human services monitoring — from inside a government agency, a contracted lead agency, or as an independent consultant
• Relevant credentials a plus — CIA, CGAP, CPA, or equivalent government audit and oversight certifications
• Working knowledge of federal oversight requirements including Uniform Guidance and applicable program-specific monitoring standards
• Familiarity with state government contract compliance requirements
• Ability to validate framework recommendations against real-world government monitoring practice
• Independent contractor comfortable with advisory scope and deliverable-based compensation

Pay: $125.00 - $165.00 per hour
