About the Role:
Reviewer Consultants are part of the team responsible for gathering and understanding performance data from Head Start programs across the country. Activities may include conducting classroom/center explorations, reviewing documents, uploading evidence, having discussions with managers, staff and parents and representatives of policy councils and governing bodies. Data is gathered from a variety of sources while onsite and Reviewers are responsible for writing a report narrative that clearly summarizes information using the Office of Head Start Aligned Monitoring System.
Reviewer Consultants must have strong communication and narrative writing skills, the ability to collect relevant data, as well as to synthesize and analyze information that evaluates the administrative, fiscal, management and governance systems quality of grant recipients supporting children and family needs in their communities. Reviewer Consultants work on an as-needed basis and are expected to travel independently for review events lasting up to one week.
In addition to Reviewer Consultants, BCT is seeking Fiscal Reviewer Consultants (requiring specialized skills in forensic accounting), Bi-Lingual Reviewer Consultants (proficient in understanding and speaking Spanish or other languages in addition to English) and CLASS® Reviewer Consultants (with Pre-K CLASS ® Observer certifications).
BCT maintains an active pool of highly qualified Reviewer Consultants (including Fiscal, Bi-Lingual and CLASS®) and coordinates assignments based on schedule, availability, qualifications and proximity.

How You Contribute to the Team:
Training & Technical Readiness
Complete all required virtual and in-person training to become familiar with monitoring processes, protocols, reporting systems, and related resources.
CLASS® (Classroom Assessment Scoring System) Reviewer Consultants (only) must successfully complete a dual coding event (virtual), during which they will code alongside and receive feedback from a deemed-reliable coder.
CLASS ® Reviewer Consultants (only) participate in several Teachstone™ sponsored activities (i.e., calibrations, webinars, refreshers, on-on-one calls) throughout the review season.
Monitoring Review Activities
Work collaboratively with a diverse team of professionals to conduct monitoring reviews under the leadership of the onsite Review Lead.
Collect and enter into the monitoring software tools all evidence, interviews, document reviews and other relevant materials.
Write narrative summaries for each area describing findings and concerns as prescribed by the current monitoring process and review activities.
Fiscal Reviewer Consultants (only) conduct analyses of grant recipient fiscal complexity including multiple funding streams, different entities, functions and capabilities.
Collaboration & Support
Provide clarifications or subject matter input as needed during reviews.
Support follow-up, special, or rapid deployment reviews in response to urgent incidents.
Follow ethical guidelines and ensure confidentiality in all review activities.
Understand how grant recipients incorporate governing bodies and policy groups into the development of administrative, fiscal, and program improvements in a comprehensive and holistic manner.
Assist in minimizing disruptions and resolving issues that could affect the delivery of a complete and high-quality review.
Data Analysis and Reporting
Analyze the organizational structures and operational systems of grant recipients across various entity types (e.g., non-profits, LEAs, community action councils).
Review and synthesize data from multiple sources to evaluate how grant recipients use information to inform service delivery, allocate resources, and support continuous improvement.
Use data to assess how program operations and management systems support services in areas such as school readiness, family engagement, health and safety, fiscal management, and services for children with disabilities.
Critically evaluate complex performance data to identify root causes of program challenges.
Compliance and Quality
Stay current on federal rules, regulations, and guidelines related to Head Start and Early Head Start programs.
Develop an understanding of how grant recipients assess community needs and design programs that align with those needs to serve children and families effectively.
Maintain alignment with the goals of the OHS Monitoring System and contribute to its ongoing improvement.
Perform these and other reasonable tasks as assigned by management in support of BCT’s goals and objectives.

Education & Credential Requirements:
Bachelor’s degree in early childhood education, social sciences, public administration, or a related field is required.
Relevant certifications or training in CLASS® or federal monitoring practices desired (CLASS® certifications required for CLASS® Reviewer Consultants only).
Experience Requirements:
3+ years of experience
- working in Head Start, Early Head Start, or a similar early childhood education setting
- leading initiatives, managing projects and coordinating activities as part of a team.
- in financial management or in auditing Federal programs (required for Fiscal Reviewer Consultants only)Demonstrated understanding of Federal financial management requirements, general accepted accounting principles, and analytical processes (required for Fiscal Reviewer Consultants only)
Prior experience conducting monitoring reviews or program evaluations, including but not limited to foundational or CLASS® reviews.
Familiarity with federal compliance frameworks and quality assurance practices.
Skills and Expertise:
Knowledge of Head Start Program Performance Standards (HSPPS), Head Start Act requirements, and relevant monitoring protocols.
Knowledge of OMB Uniformed Administrative Guidance, Cost Principles, and Audit Requirements (required for Fiscal Reviewer Consultants only)
Must understand organizational change and systems required to monitor organizational performance and health
Ability to understand organizational functions from a broad perspective, including organizational structure and operations, fiscal management and leadership.
Proficiency with IT systems, especially IT-AMS or similar monitoring/reporting platforms.
Strong analytical thinking skills with the ability to assess data, identify gaps, and support objective decision-making.
Communication Skills:
Proficiency in understanding and speaking Spanish or other languages in addition to English is desired (required for Bi-Lingual Reviewer Consultants only)
Excellent writing skills for drafting narratives that support evidence collected and documenting findings in formal reports.
Ability to communicate clearly and collaboratively with diverse teams and grant recipients.
Professional demeanor and capacity to work both independently and collaboratively.
Proven ability to effectively communicate to various audiences when speaking and in writing.
Must be able to communicate, collaborate and interact with colleagues in a remote work environment; must participate in virtual meetings, appear on camera as needed, and contribute to meeting content as required.
Proficiency with computer, Internet, Microsoft Office (Outlook, Word, Excel, and PowerPoint); experience with SharePoint and Monday.com desirable.
Experience with video meetings/conferencing (e.g., Zoom, Adobe, MS Teams).
Ability to adapt quickly to new applications.
Additional Requirements
Completion of required reviewer training prior to deployment.
Ability to travel independently for field reviews and adjust to changing review schedules.
Commitment to maintaining inter-rater reliability (IRR) and participating in ongoing training and calibration activities.
Reviewer Consultants will be contractors earning $50 per hour. They will be engaged on an as needed basis and will travel to assigned sites as scheduled. While BCT reimburses consultants for eligible travel-related expenses, technology and office related materials are the consultants’ own responsibility.

This Project:
Head Start (HS) is a national program that provides comprehensive child development services, primarily to low-income children and their families, and includes Early Head Start (EHS), Migrant and Seasonal Head Start (MSHS) as well as American Indian/Alaska Native (AIAN) programs.
The Head Start program is administered by the Office of Head Start (OHS), Administration for Children and Families (ACF), Department of Health and Human Services (HHS). The Head Start Act and OHS require periodic monitoring and review of all federally funded Head Start programs to ensure adherence to Head Start Program Performance Standards (HSPPS) and regulations. This project is responsible for the monitor review scheduling, team deployment and management, travel planning and logistics, content area expertise, conducting reviews and monitoring report drafting.
